PRESS RELEASE: Allocation of Portfolios Among Kalons of the 17th Kashag

Dharamshala: Sikyong Penpa Tsering, in accordance with Article 22 of the Charter of Tibetans in Exile, nominated six Kalon (Minister) candidates during the First Session of the 18th Tibetan Parliament in Exile on 2 June 2026. The nominees were duly elected by the Tibetan Parliament in Exile.

Following the administration of the Oath of Office and Secrecy to the newly elected Kalons earlier this morning, on 3 June 2026, Sikyong assigned the portfolios of the Kashag as follows:

KALON PORTFOLIO
Tsegyal Chukya Dranyi Department of Religion and Culture
Palden Dondhup Department of Home
Tsering Dhondup Gyangser Department of Finance
Ugyen Tenzin Department of Education
Kunga Tashi Department of Security
Pema Tso Department of Health

It is further announced that Sikyong Penpa Tsering shall concurrently hold the portfolio of the Department of Information and International Relations and serve as its Kalon for the time being.

Following the swearing in ceremony of newly elected Kalons, held earlier this morning at 8:30 a.m. in the Sikyong Hall. The new cabinet members paid visits to Thekchen Choling Tsuglagkhang, Nechung Monastery, and Gadong Monastery to offer prayers and seek blessings. At 1:30 p.m., in the afternoon, they will attend the second day of the first session of the 18th Tibetan Parliament in Exile as incumbent Kalons.

On the following day, the new Kalons will participate in the official Summer Invocation Ceremony of the State Oracle, Nechung Chögya, at Nechung Monastery at 7:00 a.m. From 10:30 a.m. to 1:00 p.m., welcome receptions and ceremonial khatag offerings will be held at their respective departments. The day’s programme will conclude with a Kashag Meeting at 2:15 p.m.

On 5 June 2026, the Kashag Meeting will continue from 10:00 a.m.
