Tokyo, Japan – 8 June 2025: The Department of Information and International Relations (DIIR) of the Central Tibetan Administration (CTA) has initiated a two-day intensive training programme on international protocol, diplomacy, and stakeholder engagement for the Representatives and Coordinators of the 13 Offices of Tibet.
The training, which commenced on June 8, is being held in Tokyo and aims to equip the participants with a comprehensive understanding of international protocol standards, intercultural communication, management of high-level visits, and strategic diplomacy. The curriculum also includes essential guidance on negotiation techniques, stakeholder engagement strategies, and conflict resolution.
High-level protocol experts Mark Verheul and Maryse Larche Mele from Protocol International—a global consulting firm specialising in professional conduct, interpersonal skills, and business development—are leading the training sessions.
A key theme of the workshop is the concept of precedence as a responsibility, not a privilege, with sessions focused on the purpose and application of protocol in diplomacy. Participants are being introduced to practical tools for projecting confidence and authority, maintaining a positive public image, and fostering cross-cultural teamwork across governmental and institutional boundaries.
Topics covered include Diplomatic hospitality in international relations, Strategic networking and high-level event management, Conflict resolution and effective negotiation, Role and impact of (social) media and security in protocol, Applications of precedence in international protocol, and seating fiasco. The training reflects DIIR’s commitment to strengthening the capacity and professionalism of its international representatives, ensuring they are well-prepared to represent the Central Tibetan Administration on the global stage.
Following their attendance at the 9th World Parliamentarians’ Convention in Tokyo, Japan, the Representatives and Coordinators of the Offices of Tibet attended the annual meeting of the Representatives of the Offices of Tibet and a protocol training organised by the Department of Information and International Relations, Central Tibetan Administration from 6 to 9 June 2025.
