Dharamshala: This morning on 14 January 2026, the 16th Kashag of the Central Tibetan Administration (CTA), led by Sikyong Penpa Tsering, reviewed and finalised the budget proposals of CTA departments and offices for the 2026-2027 financial year at the Kashag Secretariat.
Sikyong was joined by Kalon (Minister) Tharlam Dolma Changra of the Department of Education, Kalon (Minister) Dolma Gyari of the Department of Security, and Kalon (Minister) Norzin Dolma of the Department of Information and International Relations (DIIR), with assistance from Finance Secretary Tsering Dhondup Gyangser and the staff from budget section and the Social and Resource Development (SARD) team as they conducted the budget review.
The budget proposals cover income and expenses for all CTA departments, offices, and autonomous bodies. They address Tibetan religion and culture preservation, exile welfare and rehabilitation, education and scholarships, democracy promotion, entrepreneurship and women’s empowerment, and healthcare.
After review and finalisation, the Department of Finance will submit the consolidated proposed budget to the Standing Committee of the Tibetan Parliament-in-Exile for assessment by the Tibetan Parliament’s Budget Estimate Committee. The upcoming March budget session will then discuss and approve the budget for the next financial year.
